Did you really just blog about a Windows executable served from a page written in Mandarin, without having any idea what it really does? I think you did, so shame on you x10 because that's how many times you should have known better.
Luckily, what you linked to seems to be http://www.internetfreedom.org/UltraSurf. It routes traffic through a bunch of proxies to obfuscate who's viewing. Good for people in China, not so useful for those of us with unfiltered Internet access, or with access to Tor.
